Nevada has more wilde horses than land for them to roam. The Boarder Patrol needs to contact the Nevada Commission for the Preservation of Wild Horses

The Commission for the Preservation of Wild Horses serves to sustain viable herds of wild horses on public lands throughout Nevada. The Commission serves as an advocate for wild horses through participation with federal agencies to ensure that sufficient habitat is available for wild horse populations. As well, the Commission participation in programs designed to encourage and promote the protection of wild horses by serving as a clearinghouse for information to the general public and the news media on all aspects of wild horses.

I recently saw a newscast, Nevada was runnning our of space for the wild horses, they were thinking about using birth control methods to reduce the rapid growth in the wild horse population. Could be source for the need horses.
