Mueller's report is defiantly a hand off to Congress. Look for Mueller to testify asap. Chances of impeachment are increasing because of the plethora of evidence of Presidential misconduct. Since Trump will not be re-elected, Congress may decide on an endless drip drip of investigations and revelations to seal the deal. Presidential Sleaze has reached a crescendo surpassing Clintons "not sex" servicing in the White House and even Nixons "I am not a crook" spouting.
Presidential loyalty will be tested so don't be surprised if a viable Republican Presidential candidate may emerge as an option if Trump is declared down and out by the American voters.

From my lens Mueller, by claiming he does not have the authority to indict the President on anything, is saying that he's leaving up to Congress to decide on a path forward which may lead to impeachment. Remember, Mueller specifically does not exonerate Trump on obstruction of justice charges.

I think the Constitution placed the decision of who should be President into the people voting in November 2016. I voted for Gary Johnson and not a single elector was selected as a result of my vote. In California, a large majority of the people voted for Hillary Clinton, who got all of California's electors, but across the country, Trump won more electors, and he became the duly elected President.
Paul, and people both crazier and more sane than Paul, have, since the Nov '16 election, have campaigned against the result of the last election demanding the choice be rescinded. That hasn't worked so far, has it, Paul?

AP is totally biased. My takeaway is Trump is exonerated. AP and the media and Mueller would not know about that private discussion if Trump imposed Executive Privilege or his attorney-client rights. But he decided to give everything to Mueller and this is the payback? Disgusting. Trump is the most transparent President ever.
