Simply put: None of it can happen without a Constitutional Amendment.

Why?

Article III makes clear that the Supreme Court Justices, and indeed all US Judges, cannot be term-limited:


The Judges, both of the supreme and inferior Courts, shall hold their Offices during good Behaviour, and shall, at stated Times, receive for their Services, a Compensation, which shall not be diminished during their Continuance in Office.


Thus you can impeach a Supreme Court Justice (or any other Federal Judge) but you can't, through either Executive action or legislation, impose term limits, age limits or similar. Nor can you punish judges by decreasing their compensation as can be done for ordinary executive department heads and employees.

The so-called "reform proposals" are just an election-year scheme to drum up support on the basis of disagreement with recent decisions of the Court -- with one exception.

The number of Justices can be changed through law, as it was set by the Judiciary Act of 1869. In addition to setting the Supreme Court Justice count at nine it made several changes to the Circuit Court system and permitted a US Judge to retire while keeping their salary. Thus that could be changed by law rather than Constitutional Amendment -- but opening that door is one that is likely to be extremely unwise as once done it can and will be done again, and thus far Congress and the Executive have been wise enough to leave it alone as loss of confidence in the judiciary comes with the attendant risk of the people deciding they've had enough of government abuse.

Incidentally if Article III can be ignored in regard to lifetime appointment so can it be with regard to what is defined as Treason and the punishments therefor, which I'm quite-certain some of the Democrats (Xho Bai Den again springs to mind!) would be extremely unhappy with given their association with certain foreign interests.

There is good reason that the Founders prevented both of these sorts of acts under pure legislative or executive action: Both have a long history of serious abuse and both are the very hallmark of tyrannical governments worthy of overthrow. Indeed both were part and parcel of why the Colonists revoted in the first place so I would caution anyone signing on to such foolishness that down this road has, quite-reliably, led to seriously bad outcomes.

Not so much odd amalgamation of Jeff & dug. I told the other progressive sack three months in to President Brainstem's administration that I didn't think that Trump would run again (wrong about that) and that if he ran he almost certainly wouldn't win (although you proglodytes dimwits seem to be doing your damndest to keep him in the race). The immigration bill was "quashed" because it provided for the ingress of at least 1.5M illegal aliens annually before any border security restrictions would kick in. And even then up to 1400 illegals/day would still be permitted to cross AFTER the border has supposedly been shut down. In other words there was nothing secure about that 'immigration' bill. Our liberal readers have been spared that little detail.
